If so then we could arrange for people to use the tag in-game to indicate that they are regular members of this community.

That's what we used on the Titan servers. It was a community and not a clan. The suffix ".T32" was used by anyone who wanted to indicate that they were part of this community, whilst ".T32A" was reserved for server admins.

At the moment code is still in place on the server to reserve clan tags to registered clan member GUIDs.
