That's a pretty big file at 11,190,813 bytes on the server and 6,262,269 bytes on the redirect.

It shouldn't be downloading from the server if you don't already have it. Your copy of the game is told where to get it from at full speed from the redirect. If for some reason it can't get it from there it will drop back to getting it from the server at your maximum netspeed - and the download will appear to go over 100%

I've checked the file on the redirect and can't see any problem with it. I've tried downloading it from the redirect and it came really fast (a few seconds).

You don't say what happened before the 2.3% - but I suspect you something go wrong between you and the redirect server.
