Hey Raj,
I've noticed kind of the opposite  on UT server......a surging more or less
In game play the server would just speed up for a second or two like my computer was trying to catch up...weird never seen that before.
I have a high end desktop and initially thought it was on my end, ran some tests ( memory, cpu,and gpu) and everything turn out fine.

Actually UT3 runs better on my computer than Killing Floor.
On Killing Floor the whole game freezes for a second when there is something spawning: Specimen or other UT related stuff. Sometimes even when there doesn't happen anything.

It sucks. They just made a few small things wrong, but that killed the game.
