It's not "wrong". It means the new version is not yet (aka forgotten) at the (web) redirect server to speed up the download. A slow download means the client can't find the file at the redirect and it will then downloading the file directly from the gameserver at lower speed preventing the server to stres out. The download over 100% means the client is expecting a compressed uz2 file, but the server send it uncompressed.
Something may be wrong with the Goo LG map. It says it is downloading 3005K, went to over 200% before I canceled and retried, and it is doing the same thing.
